The Apni Chhat Apna Ghar Ehsaas Program initiative, launched under the leadership of Punjab’s Chief Minister Maryam Nawaz, is a groundbreaking effort to provide 100,000 affordable housing units across the province. This transformative program aims to improve living conditions for low-income families currently residing in rented spaces or informal settlements. The housing units will be delivered over a span of four and a half years through three innovative implementation models.
Implementation Models
1. Development on State Land
- Objective: Construct 10,000 housing units on state-owned land using an equity-based land-sharing model with private developers.
- Developer’s Role: Developers are responsible for building infrastructure and housing, including roads and utilities, while adhering to PHATA-approved standards.
- Government’s Role: The government will provide land-use plans, approve layouts, and ensure the provision of trunk infrastructure.
- Financing: Developers will fund all construction, while the government sets pricing and payment plans for the units.
2. Affordable Housing in Private Developments
- Objective: Build 20,000 low-cost homes within private housing schemes, with at least 20% of the residential area reserved for low-income groups.
- Compliance: Developers must follow APHS Rules 2020, with approvals streamlined through a one-window system.
- Payment Plan: Allottees will pay an initial down payment into an Escrow account, followed by monthly installments over five years.
- Oversight: PHATA will monitor construction quality and cost to ensure affordability.
3. Interest-Free Home Loans
- Objective: Provide interest-free loans for home construction to eligible applicants.
- Eligibility: Applicants must own plots of up to 5 Marlas in urban areas or 10 Marlas in rural regions of Punjab.
- Loan Details:
- Maximum Loan Amount: PKR 1.5 million
- Tenure: 7 years, payable in easy monthly installments
- Disbursement: Funds will be released in phases, with the government covering operational expenses.
Eligibility Requirements
To qualify for the Apni Chhat Apna Ghar program, applicants must meet these criteria:
- Be the head of the family, as recorded by NADRA.
- Be a permanent resident of Punjab, with valid proof on their CNIC.
- Own a plot of land in Punjab, up to 5 Marlas in urban areas or 10 Marlas in rural areas.
- Have no criminal record or outstanding debts with any financial institution.
- Must be listed in the National Socio-Economic Registry (NSER) with a PMT score of 60 or less.
